Museveni Aide Questions How Individuals Acquired Plots in Old Taxi Park
President Museveni’s aide, Hilary Musoke Kisanja has questioned the manner in which a number of individuals acquired plots of land in the old taxi park.
Last Sunday, scores of taxi operators were displaced when several stages were cordoned off.
The affected stages were guarded by the police, military, and KCCA law enforcement officers as individuals allegedly assigned by some plot owners demarcated about three plots in the park.
Kisanja now questions how the owners acquired plots in the park which belongs to taxi operators, under the supervision of KCCA.
“You saw what happened in the park. It is so funny to find that a Park which the President gave to taxi drivers was demonized. This is my appeal to the so called people in high positions, let us support the common people, let us support the taxi drivers. How can a few people demonize a million people?” He wondered.
“You as leaders of Kampala, before you make a decision, first consult the common people. Otherwise, supporting a few people instead of a million people is going to be detrimental. Who are these people? Where did they buy the land? Who sold to them? That is government land,” he added.
On Wednesday, the Kampala Lord Mayor, Erias Lukwago told KCCA Council the number of stages in the Park that were affected in the Sunday cordoning off.
“This move affected a number of stages that included; Mengo, Mukono Coasters (Stage A & B), Ntinda, Luzira, Mbuya, Kawolo-Lugazi, Bweyogerere Jokas, Muyenga, Ggaba, Kansanga and Kiruddu among others,” he said.
After learning about the development, Lukwago said he dispatched two members of Staff from his office on to verify this “bizarre and mindboggling incident.”
He also engaged with the line Executive Secretary Hon. Kizza Hakim Sawula who in turn reached out to the Executive Director Madam Dorothy Kisaka through a telephone call for an explanation.
“The Executive Director (Dorothy Kisaka) informed him (Kizza Hakim Sawula) that they were implementing what is contained in the Memorandum of Understanding (MoU) between the Central Government and the self-professed tycoons. She added that the Uganda Taxi Operators Federation (UTOF) leadership together with the Taxi Park Management Committee were engaged and briefed about every development,” Lukwago told Council.
Following this development, Lukwago said he and the City Executive Committee members engaged with the leadership of the taxi industry and it occurred to the City Executive Committee members that a number of meetings had been organized over the same matter by the Central Government. These included;
A meeting with the Minister of Transport and UTOF.
“We learnt that all these processes resulted in execution of an MoU that has occasioned the current crisis. Unfortunately, the members of the City Executive Committee aren’t privy to the MoU between the Central Government and the “Tycoons” which is being touted. We have demanded for the same through the City Executive Committee but all in vain,” he added.
Meanwhile, Lukwago mentioned the “tycoons” that own plots in old taxi.
“For emphasis sake Madam Speaker, we would wish to produce before this Hon. Council the list of these “Tycoons” as follows;”
