Liberia: President Boakai Consulting Legal Team Before Submitting 2025 Draft Budget to Legislature, Says Press Secretary Kula Fofana

Monrovia – Amid public concerns surrounding the submission of the 2025 draft national budget, Presidential Press Secretary Kula Fofana has disclosed that President Joseph Nyumah Boakai is consulting his legal team to determine which faction of the House of Representatives should receive the budget.

The delay stems from ongoing tensions within the House, which has created uncertainty regarding the appropriate legislative body to engage. Originally scheduled for submission in October, the budget’s presentation was postponed to November 8, 2024, following a request from President Boakai’s administration. 

In a communication from Acting Minister of State for Presidential Affairs, Samuel A. Stevquoh, the administration cited unresolved internal conflicts within the House of Representatives as the reason for the delay. 

During a press briefing at the Executive Mansion on Friday, Madam Fofana addressed the issue, noting that the Ministry of Finance is still finalizing the draft budget while the President seeks further clarity. She confirmed that the President had written the Legislature to request additional time for consultations and to incorporate more details into the budget. 

“The Ministry of Finance team is still working on the budget. As you all know, the President has written to the Legislature requesting additional time due to ongoing consultations, particularly in light of the current impasse in the House of Representatives,” Madam Fofana stated. 

She emphasized that the President is prioritizing thorough legal consultation before making a decision. “The consultation is still happening with the President’s legal team. Once the consultation concludes, the President will act based on the advice provided,” she added. 

The internal conflict within the House of Representatives has raised questions about governance and legislative cohesion, with stakeholders urging swift resolution to ensure critical government operations, including the national budget process, are not derailed. 

The situation underscores the need for collaboration among Liberia’s legislative and executive branches to maintain fiscal stability and public trust in governance systems.
