Liberia: FPA Obtains Off-Budget Expense Breakdown Totaling USM Spent by Govt.

Monrovia – FrontPage Africa has obtained a copy of off-budget expenditure breakdown totaling US$15,631813 submitted to the Legislature. The UP-government, through the Ministry of Finance and Development Planning reported some mouth-watering expenditures.

The ministry reported that the Liberian government spent US$2,307,609 on “unexplained miscellaneous”, and US$2 million on covert operations through the National Security Agency (NSA). In addition, US$1,500,000 was spent by the House of Representatives’ for its Special sitting while US$812,612 by the Senate for their special sitting as well. The report shows US$65,000 expended by the Ministry of State on the funeral of the late Thomas Doe Nah and US$191,679 for the president’s contribution to Muslim community.

Other expenditures include: Ministry of State: US$30,880: Contribution to Associate Justice Joseph Nagbe funeral; MOS US$250,000: Payment for completion of VIP lounge; VPO [Vice President Office]: US$28,000 Operation expense; MOFA: US$25,000 Contribution to James Quiqui funeral, PPCC US$41,667 to execute statutory mandate; LDEA US$61,062 Operation expense; EPS: US$1,123,000 used for purchased of armored and unarmored vehicles for President and Vice President and Disaster Management Agency: US$250,000 for recovery operations for miners trapped in Rivercess.

This report comes as some lawmakers on Capitol Hill have expressed dismay over what they termed as massive corruption through questionable appropriations.

The Ministry is expected to submit the report to the Legislature. The report is one of the financial documents that Legislature has requested before debating the recast budget.

Rep. Musa Hassan Bility (District #7, Nimba County), on his Facebook page said he has evidence that the “recast budget is an instrument of fraud and money laundering,” adding, “It will be resisted by any means necessary.”
