Finance Halts Release of Funds for Parish Development Model

No funds have been released for the Parish Development Model (PDM) in the third quarter.

Ramathan Ggoobi, the Ministry of Finance Permanent Secretary made the pronouncement on Tuesday, noting that the implementation of the PDM initiative still lacks major strategies.

“In this third quarter, no funds have been released for the Parish Development Model (PDM) pending guidelines from Ministry of Local Government, creation of enterprise groups and recruitment of Parish Chiefs among others,” Ggoobi said.

Adding: “The Ministry of Local Government should therefore fasttrack the implementation guidelines of PDM and Local Governments should in turn finalize the recruitment of Parish Chief before PDM funds can be released.”

Meanwhile, Ismael Magona Mweru, the Commissioner Budget at the Ministry, told ChimpReports that they are keenly reviewing the PDM to avoid future shortcomings.

“We don’t want to give people money and they use it out of excitement and they end up in jails and others committing suicide,” Mweru said.

Government released Shs 5.3Tn for quarter three, representing 23.4% of approved budget and cumulative release of Shs 17.7 trillion billion (77.7%) for 3 Quarters.

Ggoobi also told reporters that 11 local government and 81 central government votes have not submitted their first quarter performance reports, pointing out that accounting officers were expected to submit their accounting warrants by January 7, 2021.

“Therefore, those that have not submitted their warrants shall be personally liable for delayed public service delivery including failure to pay salaries by the 28th of every month. Accounting Officers must ensure timely submission of performance accountability reports. There should be a display of the payrolls for salaries and monthly pension on government institutions’ notice boards every month,” he said.

According to Ggoobi, quarter three expenditure limits were prioritized taking into consideration among others; the cabinet decision to prioritize Health and Social Protection, Security and Presidency, Agriculture and Industry, Governance, URA, Judiciary, Legislation, Electoral Commission and Missions Abroad.
