Deputy Speaker Tayebwa, Nabbanja to Discuss Ministers’ Continued Absence

Deputy Speaker Thomas Tayebwa has called for a meeting with Prime Minister Robinnah Nabbanja to discuss the perpetual absence of Ministers during plenary.

Tayebwa was yesterday forced to adjourn the house plenary due to the absence of ministers.

“In line with the guidance of the Presiding Officer, I may be constrained to continue with the House when I have only two people on the Front Bench. So House adjourned to tomorrow at 2:00 pm and Rt. Hon. Prime Minister we shall have a meeting over this matter,” ruled.

This followed a complaint by Dokolo Woman MP Cecilia Ogwal, who noted that the absence of ministers underscores the need for downsizing of cabinet.

“We should review the earlier position so that we reduce the number of Ministers because there is no need to have 82 Ministers and the highest in the region. And we don’t have even a single one from a single Ministry to represent the Ministry in any debate,” Ogwal raised.

“…. And the resources are being used to make sure that these Ministers are given enough facilities to operate and every day Hon. Speaker we are lamenting, until when? I think that we may have to ask you (Thomas Tayebwa) diplomatically to seek audience with the President to guide us,” she elaborated.

Without the presence of Ministers, Ogwal said MPs appear to be talking to themselves.

“And sometimes the Government Chief Whip has to stand up to answer some of the problems at the different Ministries. And now I can see the Third Deputy Prime Minister is now suffering the same disease that the former Government Chief Whips have suffered that she (Rukia Isanga Nakadama) has to struggle to answer. Rt. Hon Speaker can we bring this to an end?” she implored.
