Africa’s Security Affairs should Be Managed by Africans not Foreign Powers – Museveni

President Yoweri Kaguta Museveni has vowed to apply his expertise in commanding the army to ensure that Uganda manages its security needs without any foreign intervention.

While officiating at the grand opening of the Annual Judges conference held at Mestil Hotel in Kampala, Museveni noted that it’s wrong for some African countries to think that they will rely on foreign powers and bodies like United Nations (UN) to maintain peace.

“I consider it not necessary to to be guarded by UN as if we are imbeciles. I can’t be guarded by UN. UN will never come here in Uganda to guard us, we can defend ourselves with or without money,” Museveni said.

On the issue of enhancing Judiciary’s budget, Museveni promised that while working with his team, he is going to make sure that a meeting is scheduled between him, the Chief Justice, Speaker of Parliament and other key stakeholders to discuss budget prioritization.

Chief Justice Alphonse Owiny Dollo informed the President that once the names are selected from the ongoing recruitment exercise of judicial officers, the ball will remain in his hands to ensure that he expedites the last stage of the process.

“Once we achieve the targeted recruitments and infrastructural setup, the Courts will have more Judicial officers deployed per station across the country. This will facilitate speedy disposal of cases thus releasing a great deal of resources to the various sectors within the economy,” Dollo said.

Dollo added that the benefits of speedy trials as dictated by Article 28 (1) of the Constitution are enormous.

“It acts as an economic stimulus and an incentive for local and international investments. It is also the bench mark for the rule of law, good governance and sustainable peace,” he said.

On the issue of occupying the newly constructed Judiciary Twin towers, the chief Justice assured the public that on April 1st 2023, they will be entering their new building which will save Government a lot money spent on renting court premises.

In his message read by the Attorney General Kiryowa Kiwanuka, Hon Nobert Mao, the Minister of Justice and Constitutional Affairs expressed commitment to continue working with the judiciary to achieve total transformation of the institution.

“The Judiciary still needs more judicial and non-judicial officers for proper dispensation of justice.”

He reported that with support from Government, the judiciary coverage has greatly increased as a result of recruitment of new judicial officers.

The four days event will run from Monday January 30th up to Thursday 2nd February 2023 under the theme “The Judiciary transformation Agenda; Enhanced Access to justice.”
