PSC Chairman, DIG Hashimu Argungu advocates for victims’ rights

DIG Hashimu Argungu, Chairman of the Police Service Commission, has called for a review of Nigeria’s criminal justice system to ensure victims of crime receive dignity, compassion, and justice.
He emphasized the need to rebalance justice rights for victims, who often suffer pain, shock, humiliation, loss of control, and powerlessness at the hands of offenders.
Argungu spoke at the Review and Validation Workshop on the Draft Toolkit for Enhancing the Capacity of Police Oversight Bodies in Abuja, organized by the United Nations Office of the High Commissioner for Human Rights and the United Nations Office on Drugs and Crime.
Key Recommendations: Compensation for Victims: If offenders cannot pay reparations, victims should receive compensation from the state or federal government, Legal Representation: Victims should have the right to participate in the criminal court process with legal representation to protect their safety, Human Rights Violations: The Commission will prioritize complaints related to human rights abuses and law enforcement power misuse, and Jurisdiction Clarification: Police will focus on public wrongs, while civil matters and tortuous liabilities will be handled by the courts.
Notably, Argungu advised that issues like land disputes, rent, marital, and contractual agreements are civil matters and should be resolved through civil suits.
As the newly appointed Chairman of the Police Service Commission ¹, DIG Argungu’s stance on victims’ rights marks a significant shift towards a more compassionate and just criminal justice system in Nigeria.
