Some time ago I read an article explaining how to get a good google rating without having to submit your site to the forms of its presentation. Like you, I was a bit surprised by this statement, so I decided to give it a try.
At first, I used to send my site Google all the time, but soon realized the magnitude of my failure. Of course it is a known fact that Google is based solely on your link popularity and content.
Link Popularity?
This means that the number of links (yousite.com) displayed on other sites that are related to yours! The more sites that link to you, the greater your popularity!
So again, Google depends on your link popularity! If you do not have a rating of Google (in other words, is the link found on google?) Some sites do not link to yours. There are many sites that have a google rating and have specific regulations that are accepted within portions of its resources. Specifying that your site should be included in Google, and if the type in place in the Google search bar, your site should be ready within the first 5 places.

Of course, you want all sites to link to you, especially those who already have a google rating because it means that your site will be picked up by google. Some people are just trying to get links from those sites, but remember only we all had to start somewhere.
My suggestion is to exchange links as many as possible and above all ensure that each site is specifically classified by their content. You get penalized for having a page full of links to sites that are not related.
Another small "Timbit", try to keep your pages to 20.01 links per page. Once you have 20 links, add a button to a and (page 2) resources to continue that way.

Ok, so I went a bit off topic on this article, but see how everything is connected together. Once Google starts ranking your site you will not want to leave no stone left turn.
So back to get a Rank in Google without submitting your site. Once you start doing link exchanges with other sites, just keep going and going and I promise that eventually, Google will begin to recover some of their links to other sites. Once this starts to happen is Google Rank will rise.
So keep doing what you're doing and let Google is not your thing. When you grow your list and link popularity, then you can submit your site to Google and reap the rewards.
So many companies make this process back and wonder why not in the list of Google. Or like what happened to me, Google lists your site immediately, but after a couple of weeks, presto, the site has disappeared from the list and left confused as to why!
