Its very possible for a web designer and an SEO consultant to work together. However, the owner of the project, that is the client should have an idea what he/she actually wants before engaging any of the experts.

For the SEO consultant, he/she must not promise what is not possible just to get the contract. Its wiser to promise a client first page on Google than to promise first place on google. By this, if the client finds his/her website in tenth place of page 1, he/she will not complain as long as its on the first page. But if SEO consultant promised 1st place and the website appears in the 5th place, he/she will feel disappointed. That is not good for the SEO consultant's image.

But I want to differ a bit, I think is more preferred to tell a client "better search engine friendly and position" than to be specific as everything about search engine is external factor. Which means you have no control over it to promise a client specific position.

Seo because of external factors as Perfect cited, is pertinent to be in a safer side as much as firm or consultant can, beacause internet is all about reputation not best services or products.
