Who is responsible for a child mischievous behavior, Father, Mother or Society?

They said that charity begins at home; going by this I will write that is the responsibility of the father being the leader of family.

Because of some economic reason men always off for one business or the other, I will write here that is woman. Wisdom and learning of a child start from his/her's monther. So is responsiblity of mother if we must choose one.
